You could create a VM, and use a certified OS (Windows or Linux) then install R12.

Yes I have been able to install EBS r12 on windows 7 ultimate 64bit  SP1 without any problems.

From my experience of checking blogs, I recommend that you don't have any oracle product installed.

Especially the Oracle database. Don't worry EBS has it's own Database.
